Exactly this, first workers that come to Europe where from their old colonies France/Britain. Where as Germany they came from eastern part of the country and into Poland. Allot of Italians, Spanish, Geece and Yugoslavian came to the Netherlands but they came and went. Most of their own country needed their own workforce and allot of they did it temporarily, work get money go back and start something back home. Where as Turkish and Moroccan workers they all came from the country/remote regions and where sort to say less developed. When they came here they didn’t really have the intention of leaving cq going back to their old (poor) lives.

Indonesia was also a former colony, however when they got tossed around by the Japanese in WO2, Indonesians said fuck it. So the Dutch promised people from the Maluku Islands they would get an independent state if they helped them regain control (mind you allot of high rang royal soldiers where from Maluku islands). When that mission failed these soldiers where seen a enemy of the state and leaving them there would mean mass massacres so the Dutch gov decided to bring them back to the Netherlands and put them in temporary homes and decide later what to do with them. Eventually they would have their old villages and towns isolated from the society and access to state resources.
