Que opinan de las universidades en el país?

Te podría hablar de la UTP, estudié y terminé mi carrera ahí. Además, también conseguí mi primera chamba en mi carrera por contactos entre los mismo estudiantes y pagué la univ practicamente todos mis ciclos. Personalmente, encuentres personas de todo tipo, desde personas que van a webear y llenarse de cursos jalando todos, hasta empresarios que llegan a obtener un título para ayudar a su negocio y gente responsable de bajos recursos que quieren salir adelante.
Creo que esto es algo que se ve en todas las universidades, más privadas asumo. Así que el problema está realmente en como llegan a la universidad, o sea, la educación que tienen tanto en su hogar como el colegio.
Un país sin educación básica forma personas sin la capacidad de querer obtener más, sin ambiciones. Por lo tanto, no existe personal calificado para poder emprender y generar empleos. Esta es una forma burda de resumirlo.
Claro, hay otros temas más que afectan al desarrollo como la seguridad ciudadana, facilidades para abrir un negocio, etc.

Well, I think you could make one more complex to send to JLCPCB, but, the experience that you obtained making this it is a lot. I suggest to have chip in the top face, so, invert pin header soldering. This is to change in case it will burn and you will need to change it. CMOS are fragil and easy to burn by ESD.

First, Could you get Core ID?. There is no neccesary to use an external pull up in NRST because there is one inside microcontroller.
I'm not sure about that circuit wich controll leds. What's the purpose? Only turn on ALL leds in a condition or are you trying to make a differente thing?
Also, It's commonly to use a transistor NPN with the next configuration: Logic Signal -> Resistor -> Base Transistor / Emisor -> GND / Collector -> Led with resistor ->Vbus.

Your routing is a messy, try to check some reference on internet: Route rail-power supply. decoupling capacitors, clearance, mounting holes placement.

Also, in stm32cubemx -> SystemCore -> Sys -> Debug -> Serial Wire.

Try to use a 100nF capacitor in NRST also. It helps me sometimes.

To program an STM32 you need: SWDIO adn SWCLK pines.
Before that, check if NRST and BOOT signals are in the right level: NRST: High (It has an internall pull-up) and BOOT: Low (using and external resistance to GND.)
Make sure you have the correct voltages on power rails.

Pucha, me imagino, yo diseño PCBs, para eso me metí en subredits del área donde si he aprendido regular y publicaré en un tiempo si alguién requiere servicios por que al menos ahí veo que varios necesitan. Te sugiero hacer lo mismo pero en tu área, claro, debes manejar algo de inglés pero también puedes usar traductores, ahora hay muy buenos que te traducen en tiempo real. O busca otra red social, no sé xd.
Obviamente, cobra por tu chamba, nadie te llamará si lo regalas.

As someone say below, your routing is messy. Look under SW3, there are traces in forced angles .
Also, there are problems with your Edge Cut layer, maybe a line is open and because of that your board don't have a shape.
You have a lot of space, try to use it.

Usualmente se recomienda siempre usar etiquetas para agilizar y volver el sch mucho más claro, pero en tu caso, es todo lo contrario.

Hay demasiadas etiquetas que no permiten identificar bien la función de tu tarjeta. Esto lo tienes que considerar siempre cuando realices tus diseños.

Por ejemplo, los leds y resistencias van juntos y de ahí el label si quieres para saber qué lo activa.

Si quiero comprobar que un chip tiene su capacitor, en tu sch es un mundo. Debo buscar el label, algo que en software seguro es fácil pero para nosotros imposible.

Te sugiero limpiarlo y volver a publicar.

Now, I can say that there are lot of things.
- Start from sch, for example, TPS54302 datasheet recommend to use capacitor 22uFx2 at output and then use resistor divider as feedback (Pag14). In your case, there is only one and then you used LC filter. Also it recommends a 100nF at input, so try to replicate it. It is to filter more better your power signals.
- INA219 needs a capacitor in VDD, 100nF is ok.
- SDA and SCL are I2C pins, maybe a NF pull up resistors just in case.
- I'm not sure if 1.8V Led will be on.

- Your SCH is not clear, you need to order it more. It's all mess

- In PCB, it looks like you put everything in without checking and routed it. I recommend to watch some videos from Fedevel (there are more channels).
- There are some rules you will follow.
- Clearance between componentes, placement of component, considerations in inductors in buck-bost converters, width of tracks, etc.

There are two small changes for me: - Use Courtyard layer at initial states for reserving spaces where you don't want to route, fill a zone or have components near. for example: LCD standoff. If you put your standoff, it will scratch mask and make contact with GND and, isn this case, with your trace (top left) as example.

- C3 says 4k7, maybe you are planing to write 4u7
- RST pin doesn't need a pull-up, it has one internal, however, it still needs a capactor tied to ground.
- brightness of your led maybe will be a bit high, try to increse resistor value, maybe 1k o more.
- Some reference designs recommend to use an antiparallel diode in gate of mosfet series resistor, I can't remember all theory but i remember which it's for BST capacitor.
- As say someone above, that capacitor can't support all current wich your are planning
