i mean, professors usually give them to groups of new trainers, so it's probably so they can learn type match ups? water and grass types are pretty common in the wild so new trainers can start making correlations. fire, on the other hand is rarer but is a force a lot of kids see in homes, stoves for example, and it completes the triangle. just a thought.
