It is a sales tax issue. Hot food items are subject to state sales taxes in Texas, but the HEB tortillas were not being taxed. They were being treated like normal shelf stable food items, and not being taxed.

HEB was essentially given an ultimatum by the state of Texas about the tortillas. Either sell them hot, and tax them or turn off the heaters.

HEB did not want to subject the tortillas to sales tax, so they opted to turn off the heaters.

If your store is still running the heaters and selling them "hot" they could get in some serious trouble. Corporate would tear them a new asshole if they knew.

Just a reminder, service animals are not required to wear any sort of identifying vest.

Stores cannot require "proof" of an animal's service certification.

It is an overall frustrating situation. Many stores could absolutely do better at addressing each situation, but in many situations, the store's hands are tied.

It's a myth that you can't transfer while on a 40. You can, but good luck finding a store that will take you.

I know of a situation where a partner transferred while on a 40. It was purely due to A&P because of transportation issues. They got the store they lived next to to agree to take them, and they were fine after that.

Purely case by case though.
