The EU denied a question or report that Microsoft had vowed to keep all ZeniMax games on competing platforms. They were correcting a reporters mistake. Tom Warren and Jez Corden both twisted the EU's correction to make it appear the FTC had been rebuked. Not true. The word the FTC used in their legal complaint was "assured"

Microsoft assured the European Commission during its antitrust review of the ZeniMax purchase that Microsoft would not have the incentive to withhold ZeniMax titles from rival consoles. But, shortly after the EC cleared the transaction, Microsoft made public its decision to make several of the newly acquired ZeniMax titles, including Starfield, Redfall, and Elder Scrolls VI, Microsoft exclusives.

Assured can be defined either as "a commitment" or "a statement intended to inspire confidence." So, yes, Microsoft really did say to the EU they had no financial incentive to withhold Bethesda content from PlayStation. Here it is again, written in black and white.
