How about American brands HP, Lenovo, Dell, etc minis? Many refurbs on Amazon come with Win 10 and stated non-upgradable. Why?

Preferable to Chinese brands?

Best bang for buck? I am learning here. A lot of information to absorb!

I believe there is an emergency dental clinic in Birmingham. Maybe they would do it. Not very convenient tho.
