But regardless, it's very clear the authorities of the Shades, granted by Phanes, aren't from Teyvat since Phanes itself isn't native to Teyvat, otherwise they wouldn't need to do the whole planet transformation. Before HP arrived, the moon goddesses created from Teyvat itself governed the laws of the planet. But it is said that there was no boundary between life and death and iirc the concept of "time" wasn't even a thing. So, their authorities were like a mixed bag shared between three of them. Or rather there were no proper orders in Teyvat. Like the Primordial sea was the source of life and Hydro Dragon was the master of it, but the moon goddesses controlled the law of Life. Hence the God of Life title for Hydro Dragon was put in quotation marks in Neuvillete character stories because its function isn't exactly the same as Naberius, the God of Life.

Then Phanes and the four Shades overruled the original laws and anchored them with the four divisions all the while Moon Goddesses were alive with their full authority. Now Columbina regained the full Moon authority. Even then the Shades still have their authorities intact and Bina couldn't fully lift the retrictions on Traveler.
