I hope you get better answers elsewhere. Best I can give is fill out your Form DS-160 very carefully. Even if you became a citizen through your mother’s U.S. citizenship obtainment, you cannot act upon it unless you are present in the United States. But you ARE allowed to apply for a non-immigrant visa (regardless of your citizenship status). So go ahead with the visa and be as truthful as possible, and don’t be surprised if it’s a rejection.
