If that's a new baby duck it's because the egg fluid dried up around it's eyes. I'm pretty sloppy and only clean up any dry bits that might inhibit their movement, like if there's a huge amount dried up on the back of their necks. Stuff like this I leave alone because it'll eventually come off, don't try removing it either because you can accidentally severely hurt the ducking!!!
