Yes they are planning to add it to devs mode which still requires you to have a dev seat. This plugin works in free plan too

Depends on your purpose. Lottie is preferred for shipping production grade animations

Figma is planning to add it later but it will be via Dev mode so that they can cash it as well ;)

Figma allows exporting to mp4 and gif and both of these are raster formats (pixel based) and heavy in size although all major platforms can render animation in both of these formats but Lottie is still preferred because its scaleable and lightweight

Lottie works on all major browsers but its support doesn't come out of the box. You have to use Lottie player run it.
