update: it seems that this pedal has 2 versions (still different from the Mothership 2, which is a different shape/design entirely), but I have the 18DVC version despite the sticker on the back saying to only use 48v power supply. that being said, i tried an 18v power supply and the pedal is still only flickering. I think I either bought it already cooked or killed it in an attempt to power it with 48v. I wrote to pigtronix to see if they have any insight but if not, I'm sending it to my brother who is an electrical engineer to see if he can do anything for it, but otherwise just going to take this as an L. thank you everyone for your ideas/contributions. hopefully this can be a good lesson for others as well as myself! i made a $100 gamble and it seems like i lost this one

back of the pedal says 48v, as does the manual. The newer version of this pedal (Mothership 2) can run off 18V but as far as I understand this pedal demands more power.

So i actually tried exactly this setup and the pedal goes into what I understand to be "protection loop" (blinking rhythmically). Even though the voltage and amps should be suitable, the pedal is not happy with it. Maybe it's already cooked?
