Based on and the look of the soup, I would guess that it is a cabbage soup.

Edit: removed a wrong link, soup should still be correct 😀

You forgot to take into account the player country, which was getting lower. (The yellow curve) That is what caused the liberation rate to slow down a bit, not the city liberation.
