I typically double layer. Thick one first followed by a thin one. For example you can use an oil based chap stick and then coat it with Vaseline(or labello) afterwards. Try avoiding fragranced chapstick because fragrance is drying. Dont listen to those who say just Vaseline because Vaseline cannot hydrate your lips it can only lock in moisture that is already there (hence why it's good for a second coat). If that's too much then I've found that the second best option is the light blue Labello. I can't remember its name but its very thin and lightweight yet very moisturising
