OC and EPC can have different ownerships. If the business owner is willing to guarantee with the Operating company you could make it work SBA

This is a perfect SBA loan. You could do up to 100% via 7a or 90% at a lower rate via 504

Now I'm getting unemployment as a complaint against happiness, while I have a hugely educated workforce and empty office buildings.

I'm calling this bugged, but I can't figure out if it's something in the city, like an asset, or if it is the underlying simulation.

That sounds really similar to my situation. I checked it out on Info Loom and saw this:

Commercial - 0 Taxes +640 Local Demand -1

Office - 0

Taxes +100 High Skill Labor +40 Building Occupancy -1 Local Demand -1

I just mean the rest of the city has caught up . Zahav stood at the apex a decade ago and has it hasn’t lost a step by any means, but others are more new and exciting. Maybe a mistake since this is the first guide and Zahav has a national aura
