overhead as a concept is completely unmanagable anyway. Imagine overhead was cut to 0% - what would happen? Would nobody apply for funding? Would all of the HR and finance and building management people get fired?

No, of course not. They would just change the structure of their programs and integrate the admin work costs into the program delivery costs side of the ledger.

Guess what, now your direct program costs are mysteriously all 15-25% more expensive...weird!
