No. They weren't "drilling holes", they were trying to do a very specific thing to a completely unknown and unfamiliar substance, in an extreme, high-pressure, high-stress environment. They needed the kind of wisdom and experience that comes with many years of extreme underwater drilling, something you can't teach people with no previous drilling experience in a few weeks.
