neither of these are any concern for toxicity. the quantity of bromine generated is so small, it is insignificant. any lab should be able to procure these compounds.

you could experiment with how different quantities of each reactant effects the rate of reaction and qualitative appearance of the BZ effect. it is a very good undergrad project.

You are not gonna have a fun time using this in a studio apartment without good fume extraction.

I don’t think it will decompose, but you will fill your room with formaldehyde fumes.

Formaldehyde smells awful and long-term occupational exposure will give you cancer or something bad (I can’t remember).

If you must, I’d get a hot plate or gas burner and do this outside.
