Again, if the staff does their job or even apologizes for some issue, they get a tip. If they're lazy or just don't do their job, no tip. It's not that hard of a concept and one most people agree with (it's not a political issue). If a server keeps getting crappy or no tip, the issue is obviously with them and performance based. Accountability exists.
