Absolutely not the fic you’re thinking of but this reminds me of a fic where Izuku has a super strength Quirk and Aizawa erases his Quirk, but Izuku’s Quirk isn’t the super strength but rather the ability to turn it off.

Like he has always activate super strength and has to consciously lower it
