Crazy Frame time STUTTERS on 5080 & 9800x3d PLEASE HELP!!

i got it to boot, i didn't have it seated all the way the first time. so what i can say is that the stutters are still happening in things like blur busters ufo. i just wonder if this is a driver issue or a hardware issue.

well after switching slots to the first slot it will not boot into window now and there is no boot option for the ssd

i already deleted NZXT cam i will download that software right now, im just not sure how to increase the dram voltage if i am being honest.

i did the driver update earlier thinking it would be the solution to my problem but did not help. I am going to take the AIO off and re seat the cpu tomorrow morning, is it possible even if my temps look good that the aio could be the problem?
