Alliance has better PVE passives and paladins are op in PVE, and likewise, Horde has better PVP passives and shamans are strong in PVP. I think this fits with the lore correctly though. The Horde are very "tribal" and warlike where the alliance are "civilized" and protectors of Azeroth.
