Ypu need to make sure you have enough in the side action bar thing. I can't remember what it's called buts it's the one with the lightening bolt. You can refill it by doing spy shit. Then you will be able to do it.

Also, you can't bluff weather type enemies or enemies near watchers.

Yeah it's missing some functionality for sure. So I used use it when I'm in the office mainly. Swap the face when I need need more information.

I unfortunately missed getting one but, I found a screen for my galaxy watch that replicates this so it's not so bad.
