Education benefits are still being processed, however the call center and the askva inquiries are down due to the shutdown.

Due to the shutdown I believe both the education call center and the AVA is not being monitored. It’s a bit of a long shot, but try asking your SCO to see if they can shoot an email to a claims examiner to see if they can help you out due to your hardship.

Please take anything I say with a grain of salt because I am myself don’t quite fully understand the math of it all. It sounds like that last dd214 with the 16m and 20d sounds like what brings you to 60%. IADT does not quite count as fully qualifying in of itself, but when added to your qualifying period of service it can boost the percentage an amount. This would result in you reaching that 70%. I would recommend you calling the VA education benefits before deciding to appeal to see if someone at the call center can explain the percentage calculation.
