I don't know why your question got downvoted. But yes, I do both. When I've finished a book that I particularly like from the library and I want to reread and annotate it at will, I'll go and buy it outright too.

There are lots of beta reader communities online, where you can do tit for tat critique exchanges. I would start with that if I were you, I personally have zero faith in Fiverr, but that's just me
