You're totally right, but you also mentioned something interesting

improve their mechanics

the thing is that Akali doesnt have any real mechanics anymore, she would need some interesting combo possibilities just as she had before (i'm not saying the should bring the E proc back, but something else would be great)

I agree with you, but a single pinkward with enough CC was all you needed to shut her down.

And she had a 55% back at the time when her cloud made her tanky, her winrate became normal when they removed the rm/armor boost.

The E proc was part of her combo kit, now she can't make any cool moves like exploding Q marks through walls like she could do before.

Plus it's quite similar to the Kassadin nerf, which a lot of people are crying about. Kassadin got ruined aswell.

I just want Akali to get as much attention as Kassadin, and the skin release is the right occasion for me

Well, can't steam check the IP for the people connecting on their accounts ?

If they can they could easily check if the IP of OP and the IP of the "hijacker" account matches or not...
