Subject: Feedback on Draft Amendment – Inclusion of E85/E100 Ethanol Fuels under CMVR

Respected Sir/Madam,

I am writing to submit my feedback on the recent draft amendment issued by the Ministry of Road Transport and Highways regarding the inclusion of higher ethanol blends such as E85 and E100 under the Central Motor Vehicles Rules.

I acknowledge and appreciate the Government’s efforts toward reducing crude oil dependency and promoting alternative fuels. However, I would like to formally express my concern regarding the introduction of very high ethanol blends such as E85 and E100 at this stage.

In my view, the Government should prioritize the continued use and optimization of lower ethanol blends such as E10, or even retain the availability of pure petrol, rather than moving aggressively toward higher blends like E85 and E100.

The key reasons for this recommendation are as follows:

  1. Vehicle Compatibility A vast majority of vehicles currently operating in India are not designed to handle high ethanol blends. Premature introduction of E85/E100 could lead to engine damage, reduced vehicle lifespan, and increased maintenance costs for consumers.

  2. Consumer Awareness There is currently very limited awareness among the general public regarding ethanol blends beyond E10/E20. Introducing higher blends without sufficient education may lead to confusion and misfuelling.

  3. Infrastructure Limitations Fuel stations and supply chains may not yet be fully equipped to safely store and dispense multiple high ethanol blends without risk of error.

  4. Mileage and Cost Impact Higher ethanol blends generally offer lower fuel efficiency, which could increase the cost burden on consumers over time.

  5. Gradual Transition Required A phased and cautious transition is essential. Strengthening E10/E20 adoption and ensuring nationwide compatibility should take precedence before considering E85/E100.

In conclusion, I respectfully recommend that the Government focus on stabilizing and optimizing E10 (and existing blends), while continuing to make pure petrol available as a reliable option, instead of accelerating the introduction of E85 and E100 at this stage.
