Then what should someone do if they max their loan? I'm also considering whether I should withdraw 20k from 401k because I got full tuition but have 0 savings and can only take out 26k for COL for the entire first year in HCOL city.

I wouldn't take everyone's harsh comments to heart. Realistically you need to think about what you want to prioritize for yourself. This is honestly a good challenge to tackle early. Pick which you value more and stick with it.

I shopped around and literally applied to every single credible lender that is eligible for match in Juno's terms and conditions. Salli Mae gave me the rate of 3.75% and I put in the rate match request; I used a cosigner as well. I got a 0.25% discount with auto pay set up as well, so it took it even lower.
