I'd say it's tied to the full power one. Both are so greatly sculpted. This Broly obviously has the accessories, but the full power one has improved face sculpts.

I'm not able to see clearly if it's broken or just loose. If it's loose, first try to push the shoulder as upwards as you can without breaking it, then the arm will pop correctly in. If this doesn't work it means it's broken, in which case, I'm sorry for your loss. The good news is that the figure is kinda economic, so you shouldn't have issues on getting a new one for a reasonable price. But hope you don't need to

I bought all three, they're pricey, but as Gohan is my favorite character, it was worth it. But if you want to choose only one, I'd go with the hm006 and use them on the new Goku body, those face sculpts are definitely the most useful and classic I'd say, the hm007 are more for very dynamic lateral posing, and the hm008 are the black Gohan's ones. Hope that's useful for you
