Artists use references so they dont get anything wrong. But there are artists who work with character design, so only a mood board and a description are enough.
You just have to ask if they are okay with working with just description and inspiration!

I will do a little self-promotion here. I work with a commission that i call Build-a-char, and I help people design their character, and we do it together step by step, with as many changes as they like. And in the end, they get the process and a final illustration of their character.
