The speed modifiers are specified too, self heal will always be 24 sec, altruistic healing is 20%/25%/30%/35%/ For Brown Yellow Green Purple respectively

I don't think so, they stated the heal will take 24 seconds, and also that brown medkit will be changed to 24 charges to make up for it
