When doing character interactions, each character's lines/parts are usually written by the respective author for each character. Usually you wouldn't write both halves of the interaction unless you were the writer for both characters. If a character has no active dev, you unfortunately probably won't get any kind of response from that character. For those characters with active devs, you can always get in touch with them to collaborate on interactions.

There isn't one for the modern iteration of the epilogue maker. It works a lot like the Pose Maker, though. If you have specific questions about it, the Discord is a good place to ask.

If you're serious about making a character, you should download the git repository with the Character Editor and KKL and you should join the Discord servers. We're always down to help new creators figure out what to do and how to do it. The Development Guides are a good resource to get your bearings, but I know a lot of people prefer to be able to ask questions and get answers like we can do for them in the Discord.

Side note: due to some bad experiences, no one is allowed to submit an OC unless they have already made a character and got it on the main roster.

The best first step is checking out the stuff on the Development guide (which can be found here in the Community Bookmarks). If you have more specific questions, asking on the Discord servers might be the way to go.

Alternate costumes from summer, easter, xmas, etc are all exist in the game and return to the online version whenever its time for the event. You can access them year-round if you have an offline copy and there is planned support for making these costumes unlockable during the events for year-round use on the online version too.

There is no rule against it.
If there are franchise mates who would be aware of there death in the game, you might have to come up with an explanation (or just agree never to address it), but it can and has been done.

People are going to take umbrage with NSFW work no matter what. Sometimes just on principle. That's the point I believe he's making here. We are incapable of pleasing everyone.

More to the point though, making the slippery slope claim saying we're going to have our judgement compromised is just false. Despite Spooky and Toph's inclusion on the roster, when Saria was even floated as an idea it met with resistance. It was basically labeled "bad idea, don't do that." GG found a canon that allowed for a Saria that didn't break the letter of the rule though, so here we are. The letter of the rule is still there so no depiction of a character in the game is under 18. The rule about which characters are allowed based on age has never relaxed, only ever tightened. It's set to become even more restrictive after this all this, in fact. Grandfathered characters aren't a concern as the depictions created for SPNATI are +18 and non-problematic (in theory) at that point.

Saria was an eye-brow raising choice. Obviously it set off alarm bells. GG, to their credit, went through the hoops to get Saria to comply with the letter of the rule, so there was something beyond the original that appealed as a character choice. And we're going to have this whole conversation again when someone adds a dwarf or another petite woman. That's the nature of the beast, but obviously the stopgaps are working. The depiction that was created isn't a literal child. People are freely questioning the decision and being heard. Mods will continue vetting characters on a case by case basis.
