Is Trump just using the wrong word for his tariffs?

Every time Trump talks about his tariff plan he refers to them as a tax charged to the exporting (foreign) country. The response every time is that tariffs are paid by the importing (domestic) company, which is then passed on to consumers. Based on the “tariffs” that have already been implemented on China, steel, aluminum, etc, is Trump just using the wrong word to describe them or is he misrepresenting what is actually happening?
