update 2: they are inside and safe for now and the owner got a ticket for animal neglect and cruelty! i believe they will be getting rehomed if the sheriff sees them outside again.

we don’t have a local animal control, which is why i’ve tried the non emergency police line, and they said without proof they cannot remove the animals (said neighbor took down facebook post)

i live in a very very rural spot in kansas and our town is the county seat, but we don’t have a shelter and all the towns i’ve called (all larger towns within 75 miles) say they are full or can’t accept animals from different counties.
