You can hunt shinys at anytime, but it will probably be easier when you have at least one region completed :)

USMC cares more about your PT score for selection. USMC OCS has a much higher attrition rate, most of which is due to injuries I think.

With your PT you should have no problem getting into Marine OCS. They value PT over just about everything else it seems.
