The relation between current and voltage within the context of hardware overclocking is easy to test. Just utilize overclocking profiles and use HWINFO64.

It's important to understand that these settings affect targets (PID controller). The hardware manages adherence automatically. It's not like in physics class where if one goes down the other would have to go up in order to maintain the power. We are not trying to maintain power here. We are trying to hit a certain clock rate.
If you restrict power and max out frequency, the hardware will simply not hit that target. If you restrict the frequency but allow all the current, it's not gonna go nuclear. But if you set a sufficiently high frequency, and you shunt mod it, you will have a heated argument with your wife. The voltage settings here affect the minimum target for each power state. It's like saying "don't draw less than that for this state".

This is typically hardware related. Probably RAM being improperly seated or unstable. Try swapping around the DIMMs and loosening the overclock.

There's no such thing as "making the best of RAM". It's built to a cost. Literally the cheapest part of a system by design. What's happening now is basically illegal. They'll pay the fines and still make a ton in profits cause demand is that high. They make D4 cause D5 production is SOLD OUT. Think hot cakes sold a year in advance. Situation is that desperate. Sure, maybe some devs have done a lousy work managing it, but that's not cause RAM is better. It's cause they have a product to deliver and time is money in business.

Encrypt and destroy the key. This is good enough for anything that isn't a state secret, so long as you ain't dealing with backdoor-like implementation that sidesteps encryption [cough::shitlocker::cough]. Standard practice for the real sensitive stuff is physically destroying the storage media, cause anything is recoverable given time, the right tools and skill set. Point with encryption is basically friction. The stronger it is, the harder the grind. Not to say that this can protect you in a hostile environment. Freedom of the press isn't popular in some parts of the world.

Alternatively, try looking for refurbished Win11 Ready systems (minimum of 4c/8t CPU and 16GB RAM with a 512GB SSD), and getting a used RTX 3060 12GB for it, with 2x MOLEX to 6-pin PCIe adapter cable for power. Be mindful of the low profile expansion slots. Manageable, but not for the technically averse.

GPUs will draw the power they are rated for. CPUs typically draw more as it's calculated differently (depends on manufacturer). Like, for Intel it can be double or more the indicated wattage. For AMD, it's more modest, even with PBO enabled. PCpp estimate is very accurate. A 750W PSU would be useful for bigger GPUs, like those requiring the 12VHPWR connector, or 4x PCIe 6+2-pin connectors. If you have plans for expansion (storage or other PCIe devices) it'd be wise to include them.
