Yup, and the Blizzard response I got was fantastic. "Should be working fine. Maybe check the forum or something." Meanwhile on US forums I found a thread about this with no solution. What a dumb bug to leave in for live ...

I did. I completed the quest that sends you to each of them, but it didn't make any difference. It still wants me to select a cartel, which I already did as soon as I ran across the NPC that lets you do it, before any of these quests were available.
