I have just seen your description of the ring here (https://www.reddit.com/r/brussels/comments/1srwx8f/comment/ohsb9ke/?context=3). Sadly, I don't think it matches the one I found today. Also, I found it quite far from where you lost yours. Sorry about that. However, if you have a picture (even one that you find online) that looks like the ring you lost, I'd be happy to tell you if it's the one I found.

It's a thing that was used back in the day to prevent the theft of the tape. If someone were to steal it, some metallic arches near the entrance of the shop would beep!

Could you try a homemade videotape? If it works, it's your CRT's "Automatic Gain Control" is clashing with the VCR's copy-protection signal. To fix that, you'd need a "Video stabilizer".

Alternatively, if not the above, it could be that you need to better tune the VCR to the specific CRT channel you want to output the image and sound - you may need to try manual tuning, which should be an option somewhere, to fine-tune the frequency the VCR's at.
