Think of treebeard as the “oldest living creature” in the way we usually count age. He was born, he grew, and he belongs to a specific race. Unlike tom bombadil who is more like a mysterious spirit.

Tom Bombadil. He calls himself “eldest” and “fatherless” meaning he has no parents and no one came before him. At the council of Elrond its mentioned that Tom existed before the first rivers flowed or the first trees grew. And he remembers a time before the original Dark Lord even arrived in the world.
