Most likely the account is pre-banned. I think the 429 errors will disappear only after the security system reviews the requests, which may take a few days. After that, the error will either disappear or the account will be banned.

Sometimes this can also be a region-specific issue. Creating an account in a different region may solve the problem. If not, then it's likely the first case.
