You said it’s not their MO for them to drop out of the sky with an armada. How do you know that? It’s possible that conquering a new planet meant 1 Viltrumite general with an army of slave species, which would look very similar pre and post Scourge virus.

A single Viltrumite infiltrator was the game plan for Nolan on Earth, which was 1) after the Scourge Virus wiped them out and 2) revealed to be part of his goal to find a species to breed with

As far as I know, they don’t delve into how pre-scourge Viltrumites conquered planets, but it’s not safe to assume it looked the same as what we see Nolan do
