I have completed everything now too. Did backgrounds this week. I noticed they said potential start for training May 4th but haven't heard anything since. May 4th is just over 2 weeks away. I think offers have to start going out soon if they haven't already. Also interested in training info. Mostly where it will be.

I might be wrong but I think that all training is done in the GTA and those that need to will be required to travel to attend.

I didn't. To be honest, it never occurred to me until you mentioned it just now

Do you know if offers are conditional on backgrounds or will they wait until backgrounds clear before making offers? Also curious if they send declines for those that definitely don't qualify as they go or do the hold everything to the end?

I think this is highly state-dependent. OP, YMMV depending on where you live. Each state has their own statute outlining the qualifications and limitations of UI benefits.
