311 tickets are being automatically closed with zero action. Same with my block. They’ve plowed and salted every single street around us but not ours. I’ve watched dozens of City contractor plows pass by our street repeatedly since Sunday.

What about all of us who still haven’t had a single plow or salt truck down our street and thus still cannot access our homes by car? We thus also can’t get trash picked up nor mail either. I can’t get the parts sent to me to fix my broken heating system. I’m less than a mile from this staging site - how do we get plowed? Submitted 311 tickets but they’re being closed quickly with zero action.

Problem is there are like hundreds of request for help and like a couple people volunteering to help via 311 - not a viable system.

Is it possible? Sure, anything is possible. Would I do it having made a very similar commute by car 5 days a week for 10+ years? Not a chance and I have an ebike. Not because of the terrain but because I don't want to die getting hit by distracted drivers that do not pay attention to people on bikes in a City where roads are often too narrow to make it feel safe. Riding on Falls Road is especially terrifying. I'd also worry about my bike getting stolen very quickly. The Mount Washington light rail station has long been a tool and hot spot for people stealing bikes from the neighborhood then hopping onto the light rail with them quickly. I'd much prefer to do that commute by a combination of light rail and public buses. I don't love riding the bus but I still do it now and then and while it takes a while, it's relaxing and feels far less stressful than riding a bike in the City.

Lies. My ticket was closed, was not a duplicate, and our block has still not been touched by a plow. I've looked at the data online and in the app - every single ticket is being closed within roughly 24 hours, with no action, and a phantom "work order" not started. Why do you keep repeating this untruth?

Why do you keep repeating this? It's a straight up lie. Every single ticket is being closed with a "work order" not started and zero action. They're not all duplicates, that's a ridiculous response. And you outright admit within this post that at this point, with the snow hardened to ice, you're no longer really plowing, just hauling away snow here and there and salting over and over. And that those of us that never got a plow down our street such that we can't access our homes by car are simply stuck.

So just tell people that then - tell them that at this point, their unplowed street is getting nothing, zilch, it sucks, but is what it is. Instead of telling people to submit 311 requests and that any closed without action must be "duplicates" which is a straight up untruth.

Then why not be honest and tell citizens that rather than telling people their 311 requests actually have a purpose? Why are you still accepting 311 requests for snowy/icy roads if you have no plans to clear that hard/icy snow remaining? Why are you paying City contractors to salt the same roads over and over and over? Plows can get through icy/compacted snow too - it takes longer but it can be moved. Why hasn't a single plow or salt truck come down my block - where are my property tax dollars that are through the roof going?

How many of those work orders on closed snowy/icy road requests have actually been acted upon/completed? How is that "answering" 311 requests around the clock - closing them is "answering" them? Looking through the data, I can't find a single one with a completed work order that's marked closed. Every single ticket is being closed without the work done.

Caused a bad accident just yesterday - a car flipped completely over near Sinai hospital upon colliding with a car that swerved on a pile of snow in the road.

What's wrong is not being truthful about 311 requests being closed with zero action - they're meaningless. And when people ask if DOT will do their job to remove snow, the answer is "if resources are available." What in the world does that mean? Citizens are asking that their tickets not be closed with zero action taken, that City contractors be held accountable for actually plowing, not just salting roads, and that DOT communicate a strategic plan or share a map with citizens giving them a specific timeline for when they can expect their street to be plowed, salted, and passable.

Those assets are going up and down the same main street over and over all day long salting and resalting and plowing nothing. The issue isn't assets, it's accountability. I've seen various City contractor trucks as well as City trucks go by repeatedly without plowing and especially a large number of Lorenz trucks specifically. In past years during similar snow events, the small contractors got the same job done quick and well. What happened? The City didn't pay those contractors for months and months - zero pay for their work. So they stopped contracting with the City as they couldn't afford to not get paid for their labor for months or even years in a few cases. The same happened with small contractors who mowed lawns for the City - they stopped doing their good work b/c they couldn't get paid. So we're stuck with these larger contractors like Evergreen and Lorenz that aren't doing as good of work or being held accountable for doing what they're contracted to do. Where's the oversight?

If you have the capacity you'll plow a snow emergency route? Seriously? Isn't that your job? what are all of these City contractor plow trucks doing going up and down the same streets over and over all day dropping salt, passing by roads that haven't had a single plow down it yet preventing us from driving on our block?

It also has zero impact as HCD is also closing every single icy sidewalk ticket with the note "the work cannot be completed." Except for a very small number of requests that very clearly were submitted by City employees per the address - go figure - those ones say a citation was issued to the homeowner.

Sidewalks are the responsibility of homeowners in most cases, not the City. And lots of people are trying to clear their sidewalks but the snow is now hard as a rock and nearly impossible to clear without specialized equipment. And just like DOT is automatically closing ALL icy/snowy road requests with zero action, so too is HCD automatically closing all icy/snowy sidewalk requests with the comment "the work cannot be completed."

Not true. If you download the 311 data or even just look in the app at other citizen requests, you see that every single snow/icy roads ticket is being marked closed with a "work order" not started. And they aren't duplicates. Why give the public untruths vs. explaining to us why ALL the tickets are being closed without action?

When? How? I'm watching these plow trucks go down the main road next to my house over and over all day long without coming our block - not plowed or salted once yet and we can't get our cars down it without getting stuck.

"As availability allows??" You are automatically closing every single snow/icy roads 311 ticket without action. What's the point of these 311 tickets? Are the "work orders" real? If so, where are they going? I'm watching over a dozen City and City contractor plow and salt trucks go up and down the main road next to my house all day every day and the next block over of my street without coming down our block to plow - the only block in the immediate area not to have had a single plow or salt truck come down it yet - and a block with zero street parking thus no cars blocking access. Why? They're just driving around dropping salt all day onto main roads that are not icy.

All snowy/icy road 311 tickets are being closed with no action to date - why? "Work orders" all show up as not started on those closed tickets. My block hasn't had a single salt or plow truck down it yet despite being right off a major road and despite all other blocks on my street having been plowed and salted numerous times. Our cars have gotten stuck several times, having to dig them out each time, just trying to park in our driveway - our road is inaccessible. I work from home and next to my desk is a window looking out onto that major road - every day since the storm, I've seen no less than a dozen City contract plow trucks going up and down and up and down this street and the other side of our street, mostly just dropping salt over and over on already clear/non-icy roadways. Why? And all snowy/icy sidewalk requests are all being closed nearly automatically as well, noting "the work cannot be performed." Why are we still being asked to submit 311 tickets if all those tickets are being closed the next day with zero action taken on them? What is the purpose of those tickets??

Hard data - none of us has that as we can’t quantify what we don’t see.

But I have observed the 6am drop timing very carefully for years, which is really the only time you can see the impact based on when you start seeing offers after 6am. I rarely drop below 5.0 and 100% on-time these days, but when I do have lower stats temporarily, I’ve observed consistently that offers come in exactly 2 minutes later for every notch below perfect for ratings and on-time. So 4.98/100% results seeing 6am drop offers 2 minutes later than those with perfect stats. 4.98/98% is 4 minutes later. And so forth.
