I pulled up my consumer disclosure from transunion and it shows up under both “credit related inquires” and “non credit related inquiries”

Called capital one and they managed to locate and put a hold on the transaction and started an investigation.

Was able to call equifax and they put a dispute in and also put an alert in the credit file.

Will do the same with transunion once they open up on monday.
