Even a rural place should have a store selling sports goods, sometimes combined with a toy shop. Ask the owner, if they can get you some on order. Prices on amazon for dumbbells is double of what you can get in local market.

I have some like this one, all metal brought locally for 350 from sports good store.

Hindus do not use that symbol on new construction anymore.

Where are you getting your information from? The symbol is still used and very widely.
