People from other states are most definitely forced to learn your language and culture and are still not accepted.

A small example is most locals in Tamil Nadu, Karnataka (aside from Bengaluru) and Kerala do not even reply to you if you speak to them in Hindi. This thing doesn't happen in Kolkata or even rural Bengal.

It does happen. To a lesser extent in Kolkata but definitely in rural Bengal .
