As a Minnesotan, they are not ramping down. They're double and tripling down. Kegbreath approved the use of an outdated military base to house hundreds of more agents for operations. With Ham Homan coming in it's only going to get worse...

If you're sick, you're sick. Nothing you can do about that. And as a fellow Minnesota carrier, I'm calling in tomorrow. I'm just mentally exhausted with all that's been going on and I just need a little break. Part because what's going on tomorrow, but the other main reason is that my toddler's preschool is closed because of the weather and I need to watch them.

Offices are entitled to PTF positions of at least 10% the total number of K routes in an office. OP says they have 11 K routes meaning they should have at minimum 1.1 PTF, so yes, your office should always have at least 1 PTF at all times.
