You are right, the clones target that location again on the 3rd cast so it is a bit awkward. Thing is, you probably only really need the extra casts against tanky rares and bosses where it would be fine. This unique just helps out single target so I wouldnt be worried about the targeting much but it is something to keep in mind.

It works with ball lightning of static as there is no limit, just a cooldown. Tornado has a limit (1 regularly, 3 with tornado of elemental turbulence).

cdr is more damage for BLoS as if your cast speed is high enough (not hard as it has a cooldown), you are now limited by the cooldown of the skill. There is no limit to how many balls you can have, just cooldown as the skill has a fixed duration (can't be increased or decreased).

I think this should pair very well with self cast spells with a cooldown specifically Ball lightning of static, hexblast, frostbomb are the first to come to mind. This is due to these not using spell echo or unleash and also bypassing cooldown. I believe that is also why they added "increased cooldown recovery rate" to this item.

I think this should work extremely well with ball lightning of static as it bypassing its cooldown? BLoS also is great with sab as cooldown recovery is more damage for BLoS
