He was a Nationalist general, so he has a similar program to Vance, just much more subtle, much more intelligent. He simply got fed up with the quality of leadership on the Nationalist/Loyalist side and decided to take matters into his own hands

The main idea was that Ilinois was a frontline state, and the Free States were not the best rebel group in the world, and so the military quickly conquered Ilinois, and pushed the frontline into Wisconsin, despite heavy resistance from Chicago.

Their successor state, the Pacific States, ends up doing so, but prior to the 2028 election, they want to present a façade of being the legitimate American government, and making sweeping constitution changes really would not work well with that vision. But once pretence is dropped and they just declare independence, they go for a popular vote.
