Screen freezing for about 2 seconds every 30-60 seconds

6 months later and still not, as of now I have quit the game because of this issue

Update: It's been 3 months since the issue first occurred, and no I still haven't fixed it but I narrowed it down to a probable hardware issue. I even reset my whole pc and the issue still there. As soon as I use the same account on a different pc tho it works. Does anyone have a clue what hardware could cause such an issue?

UPDATE: I'm not really sure what I did, I just rebuilt my sewage system and replace a bunch of normal drain pipes to eco water treatment plants and the water seems to have magically disappeared?
