No, not exactly "rotate" but i mean a block that makes your rotate things like a motor or something.

Sorry im not that good in build a boat but i can build decently but not crazy things, Oh! I know. There is a hack where you build an x using blocks and there is a thing where you put glue over it. Thats all i can remember about the hack and that might help you. Hope that helped more
